Abstract

Philosopher Michel Foucault identifies in the modern State two tendencies in the exercise of his power, one that totalizes and another that individualizes, a bureaucratic modality and another pastoral modality. The presence of this double phenomenon in the institutions of the Venezuelan State will be reviewed, through an analysis of the constitutional speech on education.
