Elecciones en Guyana 2020: ¿solidaridad internacional o intervención extranjera – cambio de régimen?

Resumen

Las elecciones nacionales y regionales de Guyana 2020 fueron muy controvertidas. Al final se resolvieron con la participación de observadores de organizaciones y Gobiernos nacionales, subregionales, hemisféricos e internacionales. En último término, la coalición gobernante APNU-AFC pasó pacíficamente a un gobierno PPP-CIVIC. Durante el periodo de controversia activa, los líderes y portavoces de la APNU-AFC argumentaron que los participantes internacionales en la observación de las elecciones y la posterior supervisión del recuento supervisado por la CARICOM equivalían a una intervención extranjera. Incluso se sugirió que el papel de los observadores internacionales culminaba en un cambio de régimen. Este documento examinará la validez de estas afirmaciones en el contexto de las experiencias pasadas de Guyana de intervenciones extranjeras que afectaron a los cambios de régimen; y el papel de los observadores electorales internacionales que condujeron a una transición pacífica y democrática de un gobierno a otro en 2020.
