Congestion control through the RED Algorithm plays a fundamental role in the design of telematic networks in terms of the performance of the network itself. The behavior of the algorithm in the network directly depends on the correct adjustment of its parameters, reported as difficult to configure. In this paper, it is presented a parameter adjustment method with modern control theory, based on state variables for wired data transmission networks. A theoretical analysis of the position of the poles of the linearized equations and tests for various operating points of the TCP-RED system has been made, and the analysis of two representative cases is introduced to verify the stability of the TCP-RED system.
