Chronicle of a regression: From the search for transparency to the formalization of opacity in public procurement in Venezuela

Abstract

This article studies the transformation process experienced in public contracts in the country, from the
enactment of a Bidding Law as a control and transparency mechanism in the Public Administration, the
development of exceptions for its application, up to the formal implementation of opacity as a rule of
administrative action, characterized by the absence of controls and the power to freely and secretly disapply
the laws attributed to the Executive Power, through the sanction of the so-called Anti-blockade Law of 2020.
