Abstract

This is an evolutionary, urgent and necessary project that breaks with the current paradigms and demands the debt that the governments that have led this country owe, with public health and above all with the most needy Venezuelans.

The public health programs executed in our country, in the last decades, have remained stagnant in time, they have become obsolete. Currently, hospitals and service modules are poorly equipped, lacking in supplies, medicines and, above all, humanity. It has been a policy of hand-to-hand combat between medicine and disease. The proposal that we put forward, especially to the most needy and forgotten sectors, rather than examining, diagnosing and treating a sick organism, is to promote healthy lifestyles. The human being is a being that beats, breathes, has a pulse, moves, laughs, cries, thinks, suffers, gets stressed, but also relates to other people and to his surroundings, to his environment, that is, he is a human being. biosicoecologicosocial and we must consider it as such.

Roberto Novoa Santos, Professor of General Pathology, defined the disease as "an evolutionary phenomenon of adaptation or maladjustment to the environment." If disease is an evolutionary phenomenon, medicine must also evolve along with or beyond the evolution that diseases may experience.
