Abstract

Very good, good morning to all our face-to-face and virtual listeners, it is a privilege for me to share the stage with you and particularly with Dr. Gabaldón, and, well, fundamentally based on that script that the Orinoco group prepared, we would like to begin by citing some of the elements that must be present in a strategic plan for sustainable development for the Guayana region, beginning with what we have called axiological principles of the plan that include the vision of the paradigm of sustainable development and the 17 objectives of sustainable development, the guidelines of the Constitution of the Bolivarian Republic of Venezuela, in general and in particular, article 299 that establishes the socioeconomic regime of the Bolivarian Republic of Venezuela, obviously the guidelines that have been formulated in the Country Plan and one thing that cannot be left out which is the perspective of land use planning.
So we need to have some basic information on these principles and that in this region we have been working for some time, in formulating a series of elements that were compiled in a document called Plan Guayana, in the context of the country plan in its version 2.0, which We have considered very important since it is the reflection of a collective effort that includes a vision of the current situation, including some proposals or the proposals corresponding to each of the bottlenecks that we have identified as obstacles to the development of the region.
