Caso 3. Plan de Desarrollo Urbano Local (PDUL) El PDUL fue promovido
por
la alcaldía del municipio Caroní y se culminó en
JUnio
del 2009, después de
28
meses de
trabaJo
en el que se involucraron profesionales de distintas
disciplinas,
funcionarios públicos y líderes comunitarios. Este Plan constituye un programa de
trabaJo
para orientar el crecimiento de la ciudad, elaborado a partir de un
detallado
diagnóstico, expresado en sendos informes y planos, en donde se proponen
una
serie de estrategias, políticas y acciones en distintas áreas
temáticas:
Identifica
las áreas
naturales
que deben ser
protegidas
y
delimita
claramente las de riesgo, indicando en los casos que así lo requieran
las
edificaciones
que deben ser
reubicadas.
Expresa los nuevos retos que debe afrontar la ciudad para diversificar la
economía.
Establece claramente los
requerimientos
y la
localización
de
servicios
sociales como educación, salud, abastecimiento de alimentos,
seguridad,
recreación y deportes, instancias gubernamentales, tanto para el
presente
como para el
futuro.
Identifica las obras claves para la
ciudad.
Indica las nuevas áreas
residenciales.
Establece
las
condiciones
de
desarrollo
para las
edificaciones
residenciales,
industriales y de servicio
(zonificación).
Desafortunadamente
ese plan no ha sido
acogido
por las
autoridades
municipales, por lo que la ciudad enfrenta en los actuales momentos
situaciones
críticas por el irrespeto a los lineamientos del Plan y la imposición de
intereses
particulares
sobre el interés colectivo. Un caso
emblemático
es el
proyecto
residencial Villa Orinokia en la UD 245, en el sector Alta Vista, siendo esta
un
área ambientalmente muy frágil que el Plan había destinado para parque
comunal
natural, como una manera de proteger la minicuenca de la quebrada Toro Muerto.
